Neighborhood Sewer Extension Project

HWA is the engineer for this 3-year City of Bend sewer project to analyze resident’s applications to obtain City sewer service for properties that are currently served with leach fields. The first phase of this project is to provide approximately 1500-feet of gravity sewer in Via Sandia and Cabin Court for 19 residential lots. These construction documents will be combined with another City of Bend sewer project and will be bid out in the winter of 2020 for construction starting in the summer of 2021.
HWA has performed the field topographic survey, completed the design, and prepared bid quantity take offs and cost estimating. The design had to consider the other existing utilities in the area, and how the sewer can be installed while minimizing the impacts to them. On-site utility coordination meetings were held to review the design plans with them. 2020-present.

Spring River Road Project

To alleviate safety concerns with Deschutes River floaters parking and accessing the river at the Harper Bridge location, HWA was hired to provide a survey and construction documents to add parking pullouts along 1,200-feet of road.
50 parking pullouts were added. The bays had to be laid out to avoid existing power poles, utility vaults, major trees, and existing access driveways. Paint striping was critical to provide delineation for the thru traffic, bike traffic, and the parked cars, with a 3-foot buffer between parked cars and a bike lane.
The project was successfully completed in the spring of 2019.
Summit Drive ADA Improvement Project

This City of Bend project consisted of replacing 92 ADA ramps and associated sidewalk on Summit Drive over Awbrey Butte. The road grades in this area are as steep as 9%. HWA provided surveying, design, construction management, and inspection services for the City of Bend. The new compliant curb ramps and landings, which meet PROWAG regulations, required creative solutions for working in and around existing facilities, including walls, fences, utility poles, structures, and existing landscaping.

Terrebonne Sidewalk

HWA provided the field survey and construction drawing preparation for the Deschutes County Road Department for the upgrading of approximately 1000 feet of rural road, located on C Avenue, with a new street section, curbs, sidewalks, and drainage control. Due to the poor performance of drywells in this area retention ponds with catch basins and storm drainage piping were used to control drainage. Plans included the detailed grading of the ADA ramps and driveway approaches. Completed 2019.
ODOT North 3rd Street Pedestrian Connectivity Project

HWA worked closely with the City of Bend to successfully deliver this ODOT administered project. The project goals were to provide pedestrian connectivity and ADA complaint facilities along this busy major arterial. HWA provided the project management, surveying, engineering, and construction document preparation services necessary for the replacement and/or installation of approximately 1100-feet of sidewalk and associated ADA facilities. Design work for this project was completed within the budget and a tight schedule driven by the grant funding requirements. HWA was also responsible for the CE/CA of the project during the fall of 2011.

South Third Street Pedestrian Improvement Project

HWA was teamed with OBEC and Lancaster Engineering to provide survey and design services for this City of Bend project to enhance pedestrian and bicycle safety on this 2.4-mile section of busy major arterial roadway. This project was administered through ODOT due to the funding source. The project construction was completed in the fall of 2017. HWA has provided a detailed topographic survey of the entire corridor, prepared detailed ADA ramp designs, and construction plans, specifications, and cost estimates. Due to the retro-fit nature of the project, creative designs have been required to provide safe, compliant facilities within the existing development and Right-of-Way constraints.

Reservoir Drive

This City of Redmond project will be reconstructing approximately 4,500 ft of existing Reservoir Drive from Helmholtz Way east to Cascade Vista to facilitate increased traffic, improve drainage, and pedestrian safety. Approximately 600 feet will be an overlay with the remaining a full reconstruction with curbs, sidewalks, and drainage facilities, built to City major collector standards.
Due to the steep cross slopes and sharp curves of the area, much of the road will be super-elevated. The tie in connections to existing driveways are critical and control the centerline elevation. Installing curbs with the new pavement section requires drainage facilities to be installed. Due to the right-of-way constraints, retaining walls are needed in areas to install a curb tight sidewalk.
As part of the project the City is replacing the old cast iron water main with a new 12” main, with connections to the existing services and side street water mains. 2019-present.

In June of 2010, HWA completed the construction plans and specifications for the Downtown District, Downtown Core, and Bus Route & Overly bid packages. These three separate construction contracts were completed in the fall of 2010. HWA provided surveying, design, and construction management services to the City of Bend. In total, the project included the reconstruction of approximately 180 curb ramps. The ADA requirements for location of the new compliant curb ramps and landings required creative solutions for working in and around existing facilities, including walls, fences, utility poles, structures, and pedestrian crosswalk amenities.

HWA was a key member of a team assembled to deliver this $30 million City of Bend roadway improvement project along Reed Market Road. HWA was responsible for preparing the engineering construction documents for the Reed Market Road stretch bordered by the railroad crossing to the west, and Newberry Drive to the east, and included the 15th Street roundabout. In addition, HWA also prepared topographic surveys, boundary resolutions, and legal exhibits for the entire project corridor.
Utility infrastructure improvements included 8-inch gravity sewer mains with external drop manhole design, 8-inch and 15-inch gravity storm sewer mains, a 16-inch water main extension, and franchise utilities in an area with significant existing constraints.
The transition of the Reed Market Road and 15th Street intersection to a completed roundabout required creative design elements around established existing obstacles and utilities, conscientious traffic control phasing, area business and public relations, and thorough utility coordination in order to ensure a smooth construction process with limited interruptions.
Galveston Avenue Bicycle/Pedestrian Improvements

HWA provided surveying, engineering and construction management services to help the City of Bend complete a half-mile long pedestrian, bicycle, and traffic calming project on Galveston Avenue between 14th Street and Lindsey Court. The project added sidewalks, twenty-two ADA curb ramps, and bike lanes to a busy section of roadway through an established neighborhood. The project included traffic calming measures such as varying roadway widths, landscaping, raised medians, striping, a curvilinear alignment, and on street parking. HWA provided topographic surveying and mapping, designed the improvements, prepared construction drawings, resolved right-of-way boundaries in the corridor, and provided construction management services.

5th and 6th Street Improvements

In 2009, HWA designed and prepared construction documents for the City of Redmond’s 5th Street Improvement Project that replaced roadway, sidewalks, intersections, eighty-eight (88) curb ramps, drainage facilities, a water main, and water meters along 15 blocks within the historic downtown district. HWA completed the project on an accelerated schedule – going from 15% design to 95% design in just five weeks. The rapid schedule was necessary to ensure that Redmond would qualify to receive ARRA funding for the project. The project was prepared using ODOT standards. HWA prepared construction plans, specifications, cost estimates, and curb ramp grading details. HWA also served as a sub consultant to W&H Pacific during the CE/CA phase of the project to provide engineering services, answer construction questions, respond to RFI’s and assist with other tasks as needed. Construction was completed in July of 2010.
Following completion of 5th Street, HWA began preparation of design and construction documents for 6th Street. The project is similar in scope to 5th Street and replaces curb, sidewalk, seventy-six ADA ramps, eleven intersections, pavement, and bike lanes for approximately 1 mile of arterial roadway through Redmond’s business district. This section was completed in 2013, and HWA is providing supplemental CE/CA services to ODOT.
Newport and 14th Street Roundabout

HWA prepared design drawings from conceptual design through construction drawings for this 120′ diameter roundabout between two minor arterial streets. Services included design coordination with City of Bend engineering personnel, utility re-location design and coordination, and roundabout road design to minimize right-of-way acquisition requirements while meeting required design standards.

NW Maple Avenue Corridor Improvements

HWA engineered 4,800 lineal feet of major arterial street improvements that connected NW 19th Street to Highway 97 via the Maple Avenue Bridge. Design teamwork with City officials, the bridge engineer, and the traffic engineer, resulted in a collaborative effort that created a designed product for the northern transportation connection across the dry canyon in Redmond.
Key elements included intersection design with Highway 97, utility relocations, bridge and approach design coordination, and right-of-way legal descriptions.
Mountain High Waterline Extension Project

This City of Bend project installed over 10,000 feet of 16, 12, and 8 inch waterlines within existing streets in Mountain High and Timber Ridge Subdivisions, to replace undersized and failing pipes. HWA prepared a topographic map, and two separate sets of construction documents to release the project in two phases. Phase I construction was completed in the fall of 2013. HWA worked closely with the City to overcome design challenges such as: deciphering a complicated system of existing domestic and irrigation pipes, designing details for connections to the existing system, reducing impacts to large trees, developing traffic control details and requirements to reduce impacts to residents, and crossing under the rail road in an existing casing. 2012-2014

SE Interceptor Phase1 Extension

HWA was the team lead for this City of Bend sewer main extension project, providing an important link for the City’s overall Southeast Interceptor sewer transmission main project for additional required capacity as the City continues to grow. The project included the design of over 6,800 feet of 8-inch through 24-inch sewer mains within existing roadways in an area with high traffic use, and adjacent to St. Charles Hospital and Bend Memorial Clinic. HWA’s survey staff provided a full topographic survey of the project, including boundary resolutions, and easement preparations at critical locations along the sewer alignment.
As the lead engineering and project management firm, HWA provided extensive engineering designs of the sewer infrastructure and associated improvements through road corridors with many existing major utilities. HWA has managed the project overall over a team that included staff from five different firms and delivered the complete Plans, Specifications, and Estimate (PS&E) package on time and well under budget. Construction was completed in early February, 2018.
